Alberta's Ethics Commissioner says he can't investigate Gary Mar.

According to the Canadian Press, Neil Wilkinson says he can only investigate conflict of interest, and not misconduct by a civil servant.

Mar was suspended without pay, from his position as Alberta's Trade Representative to Asia, after allegations he used his job to raise money to pay off private debts.

The investigation has now been sent back to the province, where it will be handled by a senior civil servant.
