The oil industry has warned that U.S. Environment Protection Agency rules and any effort to match them in Canada, would drive up costs for North American refineries.
Oil sands producers would then be vulnerable because they require emission intensive processing to transform bitumen into gasoline and diesel.
There is some stiff opposition to the plan from republicans and even some democrats, but it is expected to pass.
